To normalizing requirements of qualification test generation mode and new capacity construction of ship test, basis on equipment test reform practice, the main features, implement gist and development demand were systematically analyzed. The total strategy and planning of ship test was proposed, including organization and operation, stage division and test content, application mode and method, technical management and risks precaution, standard and regulations and so on. The design approach of test projects were put forward, which refer to itemized schedule description, implementation process decomposing, integrated environment construction, simulation deduction designing, and assessment method establishing. The research provides theoretical supports for ship qualification test top design and innovation research. can greatly reduce the weight variance with practicability and operability.
