Aiming at the requirements of full-time global operation and maintenance management of detachment communication network under complex mountain conditions, a service-oriented “two-level” operation and maintenance management and control architecture is proposed. This paper describes the method of constructing communication network online control channel by software, and analyzes the progress of situation management technology in tactical mobile communication intelligent network. The results show that this method can improve the robustness, reliability and real-time performance of the mobile common finger operation and maintenance management system in the plateau mountain environment, and effectively solve the network situation management problem of the current network management system in the weak network/off network condition.
